Ending 9 'session of the Universal Periodic Review

United Nations Headquarters in Geneva, November 12, 2010

On November 12, 2010 in Geneva ended the ninth session of the Universal Periodic Review.
the UPR, English Universal Periodic Review (UPR) is a process that involves the verification of compliance with human rights within the United Nations 192 Member States. During each meeting, reviewed 12 states, and this process is repeated every 4 years. The UPR is one of the mechanisms Protection of Human Rights, created in 2006 by the UN General Assembly. This process provides an opportunity for States to declare such actions have been taken to improve the promotion and protection of human rights, and the Human Rights Council to provide recommendations that could facilitate the promotion and respect of human rights in the state under review. This session was particularly challenging for IIMA because its members are present in five states reviewed: Panama, USA, Honduras, Croatia and Lebanon .

IIMA has followed with particular attention to the process of Honduras, Panama and Lebanon, where he presented the written statment High Commissioner for Human Rights. This was only possible thanks to the great cooperation from the field and have provided valuable information on the situation of children's rights and the right to education in their countries. Some of the reports submitted by IIMA has been included in the third revision of the official document prepared by the High Commissioner and contain the information received from civil society. At the High Commissioner, IIMA has been at the forefront of some specific issues such as discrimination in access to education, exploitation of children, the difficulties of young people to enter the world of work.

In the review of Lebanon, Panama and Honduras, many delegations recognized the efforts made by their respective Governments, and have welcomed the measures adopted by them in favor of respecting human rights. The delegations also expressed some concern, however, many of which are shared by IIMA and VIDES.

Regarding children's rights and the right to education, many delegations called on governments to pay more attention to respect the right to education, particularly for children and young people belonging to groups most vulnerable. Indeed, they recognize a great potential for education that can protect children from exploitation, poverty and severe physical and mental health problems.

In the case of Lebanon, the delegations have asked the government to be put in place a social plan that provides for compulsory education for Palestinian children refugees in Lebanon, and that the age of compulsory education has increased from 12 to 15 years.

For Member of Panama and Honduras were asked to focus on the need for a curriculum that took the children from the scourge of extreme poverty, a program that aims to integrate children of indigenous groups and ethnic minority groups in the national school system, which is inserted a program that provides for integration based on appreciation of the culture of origin.

The United States of America, given the strong presence in the country's indigenous groups, African, Latin and Asian delegations asked to ensure that children belonging to these groups access to a quality education based on respect for their cultures of origin. E 'was also stressed the need to include in a national education plan specific educational program aims to integrate of all these cultures according to the principle of multiculturalism.

Finally, Croatia was recognized credit for efforts to eliminate discrimination faced by ethnic minorities of Serbs, Romanians and Slovenians, in the country. The delegations asked the government to continue to invest in education, hoping to give parents greater awareness of the importance of education for their children's future. Governments are also asked to increase efforts towards integration and education of Romanian children, especially girls who more than anyone else are the victims of discrimination.

All were reviewed at the ninth session of the UPR complete their process during the next session of the Human Rights Council (March 2011), during which, with the adoption of the final report, the states will commit themselves officially, before the Council and the international community to live up to recommendations received. These commitments must be fulfilled in the shortest time possible because of four years, that at the next Universal Periodic Review, states themselves must answer for what they actually did.

Human Rights, released Aung San Suu Kyi from house arrest in Burma.

Rangoon, November 14, 2010

A wind of freedom blows Rangoon: twenty years after it was released Aung San Suu Kyi, leader of the "National League for Democracy, the opposition party to the scheme military in Burma.

"I believe in the rule of law and human rights," he told the crowd of supporters of Aung San Suu Kyi. He added: "I have no hostility toward those who kept me under arrest. The guards treated me well. I ask that people be treated equally well."
Although doubts exist on the effective freedom of action that the junta intends to riservarle, il suo legale Nyan Win ha confermato che il rilascio ha avuto luogo senza alcuna condizione:  "E' completamente libera, e molto felice".

“Lavorare con tutte le forze democratiche, senza perdere la speranza per un futuro migliore”. E' questo il messaggio dato nel suo primo discorso, dopo sette anni di arresti domiciliari. La leader dell'opposizione ha, inoltre, confermato di voler tornare attiva in politica. "Questo è il momento in cui la Birmania ha bisogno di aiuto"; la leader democratica usa ancora il vecchio nome del suo paese, e non Myanmar , nome scelto dalla giunta militare. "Credo nei diritti dell'uomo and rules of law "also said Suu Kyi, who spoke at the headquarters of the Democratic Party in Rangoon, where he also met with foreign diplomats. Suu Kyi has continued the discussion by explaining that her voice alone is not democracy . Nothing can be achieved without the participation of the people. We must walk together. There is no democracy when the people control the government. I'll accept 'that the people control me,''he concluded, noting that they want to do everything possible to improve the living standards of the country. If popular opinion is favorable, it is possible that Suu Kyi asks the international community for the abolition of economic sanctions in force against Burma.

L'anno successivo Aung San Suu Kyi won the Nobel Prize for Peace, and devolse the prize money in favor of the health system and 'education of the Burmese people.

The release of Suu Kyi has been greeted with joy. It is the fruit of continuous support and solidarity expressed by the international community has committed an action that has seen Italy, the Foreign Minister Franco Frattini and personally, and the European Union in its various phases. The American president, Obama sees the leader as a hero and an inspiration for all those working for the advancement of human rights in Burma and around the world. The United States welcomed welcome your very delayed release and now claim that the regime release all political prisoners.

Wallstrom ago by the alarm bells ringing on sexual violence in conflicts

New York, November 11, 2010
In a report submitted to the UN, on behalf of all victims of sexual violence during conflicts, the Special Envoy of the Secretary-General United Nations, Margot Wallström, defines sexual abuse as a 'weapon of war. " Remember that the most terrible scene of such violence is Africa subsariana, but also cites the cases of Bosnia and Herzegovina, Nepal, Timor-Leste, Myanmar, Sudan and Colombia.
Today the nature of conflict has changed, although sexual abuse is a historical phenomenon, civilians are the major victims of these and unfortunately women and children are the most affected. Sexual violence is used as a startegia of war.

The most serious case of sexual abuse has verifcato the Democratic Republic of Congo (DRC), with over 300 victims, the Special Envoy Recalls the mob violence perpetuated between July 30 and August 2, 2010 Walikale in the region east of the DRC. The Wallström believes that it is necessary to clarify how it is possible that the blue helmets deployed in the field did not consider the "alarm bells" e non si siano resi conto di ciò che stava realmente accadendo nella zona.

Il Consiglio di sicurezza dell’ONU adopted four resolutions on women's involvement in actions for peace and security. Among these, resolution 1899 (2009) is the newest and takes the basic concepts already expressed in resolution 1325 (2000), which supports the participation of women in promoting and maintaining peace and security in the negotiation of peace, and peacekeeping operations, humanitarian aid and reconstruction after conflicts. Resolutions 1820 (2008) and 1888 (2009) dealing essentially with the prevention and repression of sexual violence in conflict.
Referring to the aforementioned resolution 1325, which recognizes the central role of women in institutional for the restoration of peace, the special envoy denounces the lack of political will to implement these powers want action on the ground.

The implementation of these resolutions requires political courage. "I think it's time to recognize that you can not nominate a team or a delegation to negotiate peace without any women among their members. Still too many peace negotiations are conducted without the presence of women. This should be banned. You can not negotiate treaties of peace without any women around the table, "insists Mrs. Wallström.
