Nell’aprile 2010, la polizia nazionale afgana (PNA) era stata classificata al nono posto tra i paesi che reclutano e utilizzano i bambini nei loro ranghi, nel rapporto del Segretario generale dell’ONU sui bambini nei conflitti armati.

Il governo afgano aveva reagito rapidamente ed aveva istituito, nel luglio 2010, un Comitato direttore interministeriale sui bambini e sui conflitti armati, composto da otto ministeri, dal capo della Direzione National Security and the Presidential adviser education and health
